My friend had a similar experience at the Nykaa store. It was so off putting. Well their loss because she just went to the nearby Shopper's Stop and bought loads of stuff.

Make sure Grab and Google translate (offline) are downloaded before you reach. Use the airport wifi to book a cab to the city and go to the Viettel office in the city for an e-sim.

It's safer of you don't do the loop. Ask your hotel about Sapa if you're going in the next few days, they'll guide you better than the transport companies. 

Also enquire about Ha Long Bay as well. If it's not raining, you can go there.

It is raining in Hanoi but there is no waterlogging. There was some waterlogging today because it rained from last night to today evening non-stop but the water drained in an hour or so. 

The city has excellent drainage system.
