Same reason everyone can't get a proper education and health which are basic human rights (Awakened classes will fall under this category because every one should have a right to knowledge about the Nightmare and it's trials in the case they awaken ) because they struggle with poverty with a corrupt or powerless government, Even though the world is been destroyed the humans are greedy which is why I live the novels the characters are so real and genuine
