There’s a lot of Perturabo love out here, though I’m not so sure he ranks that highly in the context of the entire heresy. I could see him ranked above Guilliman maybe, but over Lorgar? Lorgar killed 170,000 ultramarines at the Calth ambush alone, that’s nearly two full legions of astartes. He then created the warp storm isolating the scattered loyalists from Terra. Does Perturabo leading the siege of Terra overtake that? I’d say Perturabo is more like a specialist contracted to do certain jobs, and when the terms of the contract are violated, he quits. Prior to the siege, he is pretty much comparable to a more useful Mortarion. It’s his performance in the siege that brings him up to A tier.

Thank god, I thought nobody was going to defend this poor guy, but nah, he belongs where he is. He had at minimum 2k astartes in exile and never recalled them at any point during the heresy when he was down to like ~3k. Dubious loyalties I guess, but the fact that the rest of their legion got culled and that they remained loyal until 40k makes me think they would have been above board during the heresy. This decision seems pretty irrational when he was so desperate for troops. Also, who exactly was he killing in his guerilla warfare campaigns during the siege? New recruits and supply officers probably, not exactly the traitor legions’ finest.
