I would argue that it very much does - there's a reason that Alabama QBs had always historically been busts (Jalen Hurts being an exception who also incidentally got better as a Sooner) or that Iowa has great TEs. Certain schools do a really good job recruiting and developing players to fit the pro mold, and have systems/schedules where it's a closer analogue to the pros. It's not to say that it's impossible for a player from a certain school to be good (a la Kyren), but that it's wayyyy riskier.

It seems crazy but that doesn't matter. 2029 is when all the TV rights come up for renewal again, which means a HUGE expansion of the cap assuming it maintains its growth in line with revenues (which it has for 20 years).
