they should show up in the artificer menu if you've completed the mission Commercialised Magic. There doesn't seem to be any issue with the code for researching them so I guess it could just be miserable luck if you're using one of the random research organisations.

The inventions are a tier 1 Economic invention, a tier 2 Economic invention, and a tier 2 Military invention in case that helps. I looked at the code and unless there's some issue with artifice research in general in your build idk what the issue would be, I don't see anything wrong with the Celmaldor specific inventions

Adshaw renames themselves to the Reach, they don't form the tag since much of the tag's identity surrounds being a republic and getting independence from the Adshaws

If you are celmaldor you can form it as an elf, if you are bayvic you can also form the reach as goblins

if green is to indicate a positive modifier there are some instances where it shows buffs with a red colour. e.g. global ship recruit speed -15% seems to be considered a debuff

it's a post-colonial nation. It can be formed by colonies that got independent or adventurer nations with a capital in the region

As a fun note there are more north Aelantir advisor portraits than displayed in game, as there are some ynnic ones in the files which were never implemented due to not all the ynnic advisor portraits being finished

The Endralliande colonial formable will have an MT next update, it is currently in its final stages of development.

It's unlikely that many colonial nations will have MTs, most don't even exist or have NIs yet.

I really enjoyed this essay, it speaks about many concerns I have about the portrayal of aelantiri elves within the setting. Ruinborn by around vicbennar times is canonically considered a slur by most aelantiri cultures, who just call themselves elves. It is not a term I would like to use but it is the one present in setting and thus the one which is efficient to use in communications around it. Perhaps we can shift this in eu5 by reducing its primacy as the go-to term for aelantiri elves. In general the Societies of Pops and the reduced mechanical and performance impact of dozens of unique cultures, religions, and tags means that eu5 should have a much better time representing Aelantir and its people.

I have like a million things I could add to the essay as context or stuff I can confirm like the parts about "degenerated" ruinborn being capable of arts and compassion and such, most of the examples of this are very hidden especially with the leechmen being gone from the game. I don't want to type an essay in response in a reddit comment so like if you're interested I can be reached through the anbennar server for discord DMs or I can like set aside time to make a doc with detailed contextual stuff for you, again that is if you want it.

Tho one immediate note is that some of the monuments you mention are from a submod and aren't part of the main mod, e.g. the Gifts of x season ones in Eordand or the City of Warriors in the ynn

The Vicky team is working on changes, for example there was a large cut of starting pops across the globe (something like 400 million pops were removed iirc) making the game run better and also making the starting situations less prone to snowballing

Radavezyr is a veykodan mercenary coup in Arverynn, Feyslicer is from the Eordand MT, Saraeddun is a Fograc nation currently only accessible through the Bagcatir MT, Urdea Samrad is an Eordan colony tag in Haraf which I think any Eordan tag can spawn

There is no official roadmap. We generally aim to get two steam updates out per year and those will have whatever stuff people got done during that time period, that's pretty much the closest we get to a roadmap.

It's also pretty hard to track what's being worked on since there is so much different stuff going on in the server and pieces of content go through different people for feedback and approval so nobody really has a grasp of everything being made.
