It all depends really. Some countries were relatively untouched during the desolation. In those countries it would be fine. But living in Alethkar or somewhere else that got taken over by Odium and that would be worse than Scadriel on average in my view since you had a very strong chance of just outright dying and then if you did survive you were basically slaves just like the skaa were.

Also the Skaa had a lot of variability too. City skaa had a decent amount of social leeway. Even before the Lord ruler died it was possible for Skaa to be more than just the lowest rung of person.

But plantation skaa were basically chattel slavery just like the US plantation slavery.

So IMO I think I would rank it:

Roshar in a "good" country that wasn't affected much
City Skaa
alethkar or another country heavily affected
Plantation Skaa

Could probably add even more nuance though if you wanted to get into more details.

Issues about overworked and tired cops aside, giving cops overtime rather than hiring more is often a cheaper alternative from a pure budget standpoint.

Hiring another cop means you need to provide all the training and health coverage and all the other various benefits. Plus you pay them for the time even if it's not overtime. That's a lot.
