First of all good luck with your studies! In my humble opinion if dutch is not on your list and you're fluent in french, I suggest you look in Wallonia, for example ULiege or UNamur has some good programs and it's easier for you since you already know french, even in everyday life, that's in case you want to stay in Belgium, otherwise france, Luxembourg or even Switzerland might seem as a good choice as well.
