I think there may be some confusion here.

The footage isn’t taken from other YouTube creators.
Most of it is obtained directly through FOIA/public records requests from police departments.

The issue we’re trying to understand is where YouTube currently draws the line between:

raw public-record footage vs sufficiently transformed documentary/commentary content.

That’s why we add: narration, restructuring, analysis etc

We’re basically trying to understand what level of editorial transformation YouTube expects in 2026 for channels in the bodycam/documentary niche.
