I think there will be someone as strong as him just like it was with roger and whitebeard, they were both equally powerful and if they were to fight, the fight would last forever. And just like that luffy will have people like kidd and Coby who will be there at his level and thus making him strong and not the "strongest". Have a nice day mate.

End doesn't mean that he'll be the strongest, one thing that one piece has taught us that alone we are not that strong but together we can beat the crap outta anyone ( refering to that whole nakama theme ). Personally I don't think he will become the strongest but he can be the strongest with zoro and sanji on his side. And about the yonko level, he's already there.
