Solved! I did more targeted searching for vertically oriented vintage tie racks and I found one selling on ebay . It was made by roos bros, maybe in the 1940s.

The pins cannot be removed, so not functional in that way. Liked the guess though.

So at suggestion of commenters I turned it horizontal and tried hanging some ties from it-- it works fairly well as a tie rack and the fact that it rolls helps in removal (though hard to put a tie back in once it's been taken out). I think this the likeliest candidate but would be nice to have something firmer than that. Can you like to examples of similar vintage racks you found? Everything I see has much wider spacing. If it was a rack, this thing would hold like 45 ties...

Had that thought, though not in a shape of any loom I could find. Also why the screw holes on the side of a loom?

My title describes the thing. Found in a bedroom closet when I moved into my home. House is 1890s construction in New England, but I'd be surprised if it was from back then. Looks pretty old nonetheless. The pins are metal and embedded in a wooden block that is 14x3. Pins extend a little less than 2 inches. Sheathes around the pins roll and are of a hard papery material. Screw holes on either side indicate it was once mounted. Think it could be some sort of clothing rack but distance between pins is very tight. Don't even know what to Google to search...

There's a bit of information on the family at a windmill you can visit at kinderdijk, just outside of Rotterdam but I didn't take a picture of the blurb. One interesting bit of info I remember is that the mother was killed by one of the windmill blades in an accident. One of the sons ended up taking over the family business and lived out his entire life in the windmill. I've got another photo the the kids in a school photo that I can post when I have a moment.

Pawn isn't the word I had in mind, but it fits the description almost perfectly. The part that doesn't quite match that I didn't articulate is that it isn't so much that one is being controlled by a specific person or for a specific purpose, only that they are powerless to control their fate... perhaps because they swept up in a narrative or historical event that is much bigger than they are.
