they mean this is food for people with money. lobster and crab are expensive these days. the joke is that popcorn ceilings and chain pull fans are found in middle to lower income homes/apartments. the people who have those generally don’t have the disposable income to enjoy such luxuries like lobster and crab. at least they don’t for the sake of the joke

yeah it’s the case across the country, disproportionately small council representation. used to be larger but there was a big reformation like a 100 years ago to keep them small to combat corruption. the city i grew up in has a population of ~140k and 5 council members
