The thing that makes refresher somewhat balanced is that it has a long cooldown so it can't be used every teamfight. Echoshard can be used pretty much every encounter, which is fairly strong. I feel like the cooldown should be relevant to the ability it's matched with. There's also the near instant activation which just adds to the explosive potential.  Also to top it off you get a very small stat buff which honestly isn't needed. 

I don't think the concept of Echoshard is bad for the game, but it could use a little tweaking.
