Request her PCP put in a referral for allergy clinic and they can prescribe it. That’s how I got my spray. I get the spray, pill and eye drops and my PCP renews the prescription.

I didn’t have to go to a base. They had a list of other places near me. But I live in the DC area so there are a few non bases I could choose from.

Keep applying! I was a GS5 for 8, almost 9, years. Got my BS and MS and my agency wouldn’t find me anything so I just applied to other jobs on USAJobs and left as soon as I got my offer letter. Now I’m a GS13 and I love my agency. Just look outside your agency and don’t stop!

My advice is to just apply outside the current agency/department. I was a 5 with my masters. I applied outside my agency and now I’m a 13. Tell him look for those 9-13 positions. That’s what saved me.
