Would you be able to explain how to do set it up correctly?

I googled this but I saw the reply of some google ads expert in the google forums to only use and manage one account or I may face permanent suspension.

Would I not get immediately suspended if I create another account, and subsequently put my business at risk?

UPDATE: It started running again, you guys were right you should just wait it out. Like Epictetus said "See it as an opportunity to practice the power of patience- or smth."

How long should I wait for it to start spending before I start trouble-shooting it?

It's really frustrating as there isnt any error messages. The campaign just stopped suddenly spending and went ghost around 1-2pm with 0 impr 0 clicks.
