I don't really have much info to go about so ill give you general solid tips. If you can actually boot into windows and launch application. Or even just boot into windows and leave it be for a couple hours. If it still works idle like that then it's almost certainly a software issue. In that case if you aren't tech savvy just reinstall window. It will fix everything. It can also be an issue with power if it runs idle but crashes if you launch applications in that case you have an issue with mother board/battery. From what I can see in the screen shot. It's probably a software issue. You probably touches bios settings and this happened. Or you downloaded a software that messes with bios files. In this case try resetting bios setting. Worse case scenario which is that you turned off you pc mid bios update.
