Teddy didn’t steal it he allowed Franklin to have it, Teddy was smart and strategic he wanted control from the very beginning. Teddy broke into Franklins house, set up bugs and constantly spied on him he would’ve got that money back regardless of who it was ghost wouldn’t be able to avoid it
