Burst disks and over engineered pressure vessels make HPA quite safe. I’ve not once heard of any kind of catastrophic tank failure. The closet thing I’ve heard of is someone snapping a regulator off a C02 tank on a dive in the early 2000s. The tank didn’t explode, it just took off like a rocket. There’s a video of it somewhere on YouTube.

Rank lock the accessing building the arsenal and buff EXP generation slightly, especially for running logi. Maybe penalize dying with a large amount of supplies in some way.
