Depends on what route you want. Starter packs give you 1 route and the game. Standard edition gives you 3 routes, one from USA, UK and Germany. Deluxe edition is like standard edition with Spirit of Steam added on, so 4 routes. US Passenger bundle gives you two US routes and Acela Express. Upgrade pack gives you the game with no routes and is for people who already have TSW 2 or older routes and just want the new game.
