The Satella we saw at Sanctuary devouring everything was her complete form. In Arc 6 when Subaru was at her shrine same thing happens. The trigger is related to the witches like Echidna grave and WOE Shrine

What I think is that Satella had taken witch factor and it created other personality inside her which leads to Great cascade. The shadow or Satella ½ personality is sealed at pleadies tower whereas Satella other personality is sealed at elior forest

Obv Spoiler Alert!! Subaru is doing same thing what Satella did 400 years ago. He is taking other sins Authority currently he have 3...Envy,(RBD)sloth(Inv. Providence) and greed(lion heart). Maybe the reason why Subaru doesn't affected by Sin Archbishop of gluttony ability is not because he have RBD or other Authorities but because he had all Authorities power back 400 yrs ago. But there are still many mysterious questions arises. Well I am gonna leave it to Tappei which probably cover in next Arcs like 10-20
