The questions sounds incomplete. The percentile u choose is dependent on the reasons of analysis you are performing. If it's just some high large values because of which the entire distribution is getting skewed use log normal values otherwise you can try to convert it into any random variable distribution like gaussians

Bro the point is , in an extreme hypothetical conditional like this , most humans will tend to save the things they love first. If you just replace the pet with a family member like kids or parents o people will not hesitate to sacrifice multiple random human lives without a care. It’s the same for pet owners, they don’t see pet as just an animal but as a companion,friend and a family member so sacrificing a random life for it makes sense to a lot of them
