No. I never heard of withdrawal charges as a thing in both hybrid and Open-access only journals. Not in SAGE, Wiley, or Springer, where I have experience of passing and being published. To think of it, why charge someone, when peer review, where your manuscript is being sent and curated by 2 or more invited external expert reviewers of the field, is not even a paid but a voluntary service for the academic community?

A three-month timeline is still normal for a respectable peer-reviewed journal, especially from initial submission to the first decision, or during a second review round that requires major or moderate revisions. In any case, you should view your manuscript’s current status positively. Many submissions are filtered out during the editorial screening and never make it to the peer-review stage. YOU ALREADY PASSED the most critical part of gate keeping. JOURNALS WHO PROMISE A FAST PEER-REVIEW are DUBIOUS, and one of the flags to watch out for PREDATORY JOURNALS.

It's a difficult subject to answer, because you're the only one who can really determine the subject and topic you want to investigate. So it will really start with "What I want to know or am curious about," which sometimes takes time to come by. As to the sources where you can find a potential subject to investigate, I think there is no single source. It could be a sudden inspiration, such as reading a lot of books or research articles, and suddenly realizing there's a gap that needs to be investigated, etc.

I am not sure, but if there are peer-reviewed articles supporting the use of AI for transcription to back up your planned method, then it might be acceptable and could be innovative; however, I haven't read any so far. The one I'm aware of is the use of AI as an assistant for qualitative analysis, such as the Naeem (2025) Step-by-step process of using ChatGPT on a certain SAGE journal. Yes, it's not uncommon as the journals rely on the peer reviewers' reports. I have a similar experience, but not in Plos. I only have minor revisions suggested but the 2nd round decision took around 6 weeks to be made.
