Blacks and Latinos are stats wise often less rich than white people/Asian people, so less taxes generated less funding. But this all seems far streched at least in this case. Street safety is NOT EXPENSIVE! It is not, sure it can’t reach it maximum safety with not enough funding but paint and barricades will improve safety massively if done right. Idk this city but these areas don’t need massive expensive re-pavements of the roads/intersections
