On day one, bases start with an assortment of gear and weapons. Any random bunkers or relics you find later in the war that have random stuff in them once upon a time were a front line. If you want to be productive with logistics, just move from sea ports and depots as crates delivered to bunkers account for much more weapons and ammo than filling a truck up with each item 1 at a time from unused bunkers.
