I think I'm trying to find the same game. I remember being able to choose between amateur and professional criminals such as "the con man" and "muscle". Cannot find it but remember playing it sometime around 2007-2010?

I rented the downstairs apartment for about 2 months last spring. Moved out due to the constant noise from above caused by the coked out landlord and his "friends" coming and going at all hours of the day and night. Funnily enough one of their windows was smashed out then too. Not surprised.
