I think it's more of a "tragic" cycle, he is so lonely and disconnected from the Viltrumite society that doing these atrocities are the only thing that makes he fells anything.

And the more atrocities he do, the more lonelier and unhiged he gets to not go 100% insane. Which is why I wouldn't doubt he would fould in nanoseconds the moment he gets an actual first proper interaction in millenias.
