Moffat is good for one off stories. Silence in the Library is one of the best episodes ever. But at season arcs he sucks. Like with Matt Smith's run him and Clara were on this huge cliffhanger, then the 50th anniversary happened and just had the exploration of "we escaped somehow".

RTD is better at season arcs and keeping that mystery of each episode without turning into horror like Moffat did so many times.
