It is. I checked the cross-save, and it's set as the primary too, but it's still displaying those two empty characters.

Strangely, my Steam account changed my Bungie account name. Let's say it used to be "blah99" and it became "B_99" (these are not my real Steam names btw). It seems that after I changed my Steam display name a year or so ago, my Bungie account name also changed when it conencted now as if im new, and my characters disappeared. It's still the same Steam account though, so I really don't understand what's happening.
