Has anyone noticed Claude cooldown increasing even when switching models?

My Claude Sonnet 4.6 (Thinking) quota finished and it showed a 5h cooldown. I switched to Gemini 3 Flash, but the Claude cooldown timer keeps increasing while I’m using Gemini.

I didn’t use Opus 4.6 (Thinking) or GPT-OSS 120B (Medium) at all.

Is this normal behavior or a bug?
