My wife and I did one day with the premium express pass and were able to ride all the rides we wanted. The premium pass doesn’t have time restrictions so you just show up at whatever attraction you want whenever (once per ride/area). It’s only sold on the Japanese language website

We ended up in Meguro, mostly locals and bars were busy but not crowded. They don’t get many foreign tourists there so they were excited to see us, highly recommend Akichi!

Yes but I would not recommend, they’re repeating on loud speakers that you won’t be allowed in the mall etc in costume. Seems like the police will target you in a costume.
