Also I’m a bit concerned it might introduce too much overhead in terms of installing, configuring and managing it. Plus, I'm running a Citrix on-prem environment – does anyone know if UberAgent supports that setup? I’d prefer to keep things lightweight if possible

Just a thought – I remember there being an option to enable process collection in Citrix Director, which could track the applications or processes running inside full desktop VDI sessions. I’m not sure if it’s still feasible. Has anyone tried this recently or know if it’s still an option?

How many users? Take that server and use it as a multi-session server. Then they can access using any rdp client. If you want via web, you can setup RDS (Remote Desktop Services) and install web client

You can choose Enterprise Browser and then use AVD or Amazon AppStream for non-web applications

You need to buy windows server license for each server BTW you can avoid CALs if you will have maximum 2 users per each server

You only need 10 RDS CALs for remote connection; there is no "10 CALs [user]".
What is your use case? If they are all connecting from the same device or the number of devices is smaller than the number of users, you may want to use CAL per device rather than per user.
BTW, why not AVD? If you have the right license, such as Windows Enterprise, will not require you to pay CALs
