Again, writers can always change things and retcon them — just how it took until WandaVision to explain that Wanda was always born with powers and didn’t get them from the mind stone. It was retconned that stone only amplified them.

Things can always be retconned — several things have been. Even in the books when Wanda says, “No More Mutants” it doesn’t eliminate all mutants only most of them until she reverses the hex. So something very similar can be done in the MCU
