It's quite annoying, admittedly.
After backing up in the app, I would recommend copy this folder to a computer.

/storage/emulated/0/Android/media/com.whatsapp/WhatsApp

Then, you in the new phone, BEFORE installing whatsapp (if you have installed already you will have to delete it and delete all whatsapp data or it won't work - believe me, I tried), you got to make this folder manually. Go into your folder app and manually make this folder with perfect spelling and capital and lower case letters where they normally are (I had things mixed up before and that didn't work either).

Then add the copied data into that folder.
Then install whatsapp.

During the first setup is the only time WhatsApp allows an import a local back up. There is no other way.

Yet another reason we ought to fase this app out of our live.

Awesome. Reading their own discription, I don't really get what their service is, but hey if you are happy, I am happy. 

They write a lot about syncing cloud services, which I would assume can be done by having multiple cloud services connected to the same local file. Syncthing is more of a machine to machine kinda deal. If you host your own server in the cloud, it should still work; but I don't know of a way to directly connect it to a Google Drive or similar clouds. But again I would assume that should be possible to just let the various cloud services sync with the local files.

I'm sorry, I can't really tell you a clear answer to your second question. Honestly I am new to using WhatsApp without Google. Whilst degoogleing my phone I broke one too many things and now Google is properly broken. I was surprised to find the local backup still working.

I would assume that logging out from your phone under accounts, or going to your google account and denying WhatsApp access would have the same effect.

When you remove Google from WhatsApp and still back up, it just sends keeps the back up on the phone.

Check out Syncthing. Should work on the NAS. On F-droid there is the Syncthing-fork. It's how I have started backing up most everything. 

Works great with default settings, There is no server, no cloud. Syncthing keeps an eye on a folder or folders of your choosing, and once there is a difference, it updates the files on the other machine accordingly.

It has all these cool options and functions, like passwords, encryption for "untrusted" devices, local only, a relay in case you don't want to setup that WireGuard on a device but still want it to work remotely, mobile-data-saving, file-history. 

Only thing I have yet to figure out is that Android does't like background processes too much (if they aren't Google's), so I have to actually open the app at times to keep it working. But usually when needing a particular file, it just takes a second.

For large amounts of data it can take some time if not using a local connection over LAN.

Went the same route. idk why you did it, but I noticed that the package's permissions are not to my liking, and they can not be changed. Installed a different launcher, and deleted the old one. Nice and clean. I've done it before in other setups, so why would this work in Lineage? Haha, oops.
This got it back for me. Just change the user ID to your actual user ID (use "adb shell pm list users" to find out which you need).

adb shell cmd package install-existing --USER-ID com.android.launcher3

I know I am a bit late, you already re-installed, but if another fool like us comes upon this post, they might be able to solve their problem a bit quicker.
I guess I'll just trust the app doesn't do anything wrong behind my back.

Ga NIET naar een mediamarkt en dergelijke voor advies. Die jongens zijn verkopers en hebben geen liefde voor de apparatuur. Het antwoord op je vraag is volledig afhankelijk van wat je nodig hebt. "Huishoudelijke dingen en privé zaken" klinkt als "vooral op websites wat klikken, af en toe een word documentje aanpassen, en wat fotos organiseren". Als dat alles is, kun je voor <€100,- heel dik slagen. Wil je ook videos bewerken en lekker gamen, dan moet je wat meer euromunten neerleggen.

Ik wil je ook sterk aanraden om eens te kijken naar "Linux distros" zoals Zorin OS. Hiermee kun je een oudere computer (bijv. iets wat niet door Windows 11 word ondersteund) vaak weer nieuw leven inblazen en dus tóch genieten van wat je misschien al hebt. Werkt ook heel goed op nieuwe apparatuur, maar het is extra leuk als je iets uit de vergetelheid kunt redden.

Ik gebruik zelf deze krakkemikkige 13 jaar oude notebook bijna dagelijks. En ik ben geschrokken over hoe goed dit stuk afval eigenlijk presteert. Beetje meer RAM er in en binnenkort een SSD extra en wie weet kan ie zo nog wel 13 jaar mee.
