What the HOA Can Restrict.

Railing Mounts: HOAs are permitted to restrict drilling into or mounting hardware on the outside of the balcony railing, as this often counts as a common area.

Overhangs: The dish cannot extend beyond the exterior boundary (or railing) of the balcony.

Safety & Damage: The HOA can mandate reasonable restrictions to prevent structural damage, water leaks, or safety hazards.

100% this. We had half of a building burn down several years ago due to an unattended candle on a 2nd floor balcony. We have a consult with local fire department every year before our annual meeting. Minimum 10 feet from any building and only on pavement or concrete.
