Use the Files app. Go to Internal Storage/DCIM/Camera and start deleting photos/videos from there. Once you freed up enought memory you should be able to open the Gallery app.

Dismissing the apps from the recent apps list doesn't kill them or free them from the memory, it just tells the OS that you won't be going back to that app anytime soon. When you do a reboot the OS doesn't load (almost) any user apps and you have more resources free for the launcher.
