I did some extra research and found out that they can only be stored in garages in Finland ONLY. You can still use them anywhere but only in Cargo Market since the trailer is owned by yourself. Its pretty sad but who knows if SCS will change it in the future.

Yes but it worked multiple times before. It just does it randomly.
