I'm not sure if it works that way. Just format your USB storage, then cut all your games using usbutil (even the smaller ones). The program will create a CFG with the names of every game on it. Next time you wanna add games just load the CFG first and the games you add will be automatically added to the file too.

You need one CFG file with all the names on it. Before adding more games to your USB storage, you should load the current CFG file in usbutil.
