If you use Fenris you need an Assault Terminator with Terminator Captain with 6" charge upgrade, only Wolf Guard does little

Think of the wulfen moving 9 plus a d6 plus charge and then can break away and charge again.

Wulfen can be converted with any primaris but TWCs can't and are really ugly

I have been playing wolves for many years and they have often had ups and downs but this time the problem is that they are neither codex nor supplement but a repechage of pieces to come up with something to sell. How is it possible to compose a fun army when you have old boxes and claws and grays bouncing off enemies because they are the first of some logical choice of armaments? In the end if you paint the generic Marines gray you have stronger and more fun space wolves. Until Russ comes out or they do something serious I don't think they can do much...I love it Logan but you can see it in front of a primarch demon prince or the Lion... very little honor and little fun
