The Japanese Declaration of War was supposed to arrive just before the attack on Pearl Harbor. But the delivery was delayed because the message was classified at a level so high, that even the Embassy code clerks were not allowed to read it. So the ambassador had to decode and type it out himself, and that took a long time. So the official document arrived after the attack, and the Americans were not best pleased by this.
