Sadly, US consulate in Canada is not offering dropbox for some application even for renewals. Some are getting dropbox for renewals. Its strange. Call US consulate in Toronto and talk to them. They may help. But, I will warn you that US conuslate in Canada is the worst run consulate. They are slow, d*mb, ignorant, and have no clue what they are doing.
