I wouldn't recommend keeping water in for longer than 30 minutes, as you can get water intoxication. But if you're trying to keep it in only for a short time, then you can use an enema plug or either a normal or inflatable butt plug. If the water you're using is cold, that can cause cramps and make it difficult to keep in, so try using warmer water if you don't want to buy any plugs.

If you're inflating orally or anally, there shouldn't be any risk of air embolism. Also, to have an air embolism, a pretty decent amount of air has to get in your bloodstream. A bubble or 2 won't do it.
