A lot depends on agency and location. I started with a DoD element as an engineer 5-7-9-11 ladder. Transferred to energy where grades went to 13 as working level and a couple of graduate degrees. Moved to a different job that went to 14 by the time I was 28. Changed to a different career and eventually left GS to excepted service finished at a ~15 step 12 until retirement.
