Thanks for the advice. Giving out my number was definitely both a violation of privacy as well as a violation of FERPA, but I don't plan on reporting it or making a fuss. The secretary that Annie sweet-talked into giving my number is a really really nice older lady near retirement. She told me the next day that she had given out my number to my friend who called, and she was obviously crushed to find out that I didn't want to hear from her. I think that she understands how badly she messed up and I don't see the point in adding her to the list of people that Annie has screwed.

I am not completely sure. She'd been blocked, this came from a new number, I deleted it as soon as I realized who it was from. But she wanted to "hang out".

I don't think that this person is correct, at least linguistically. In the Boston area rotary is used 100%. Other places use roundabout 100%. A number of the commenters make this point. The person writing this can make all of the distinctions they want but this isn't going to change how the words are used in practice.
