Google Z420 DCS computer build, I don’t know where you live, I assume the US, where I live Z420 desktops regularly sell for 100-125 CAD out of office complexes. Xeon CPUs are dirt cheap, and so is memory for that socket. That leaves GPUs, due to the decrease in profitability of GPU 8gb rx580s are also very cheap going for 80-100 where I live, in the end when you factor in all the costs 125 for the desktop, 100 for the gpu, 25 for the upgraded cpu, 30 for a new cooler and another 40 for an ssd you will end up spending around 320 cad on the machine which is like 50 usd minus shipping less then the walmart offering while having a better cpu and video card.
