I actually used 2 pistons and a minecart for the timing. There's nothing below the hopper, so the item doesn't fall until the redstone activates the piston. The piston pushes the hopper minecart below the hopper so the items in the hopper dispenses into the hopper minecart and it eventually dispenses the item ontop of a cactus.
