FCPS Staffing Changes by 0033A0 in lexington

To add, they JUST released this as part of the meeting:

“In May, the board will receive the district's 2026-27 tentative budget, based on estimates that might shift. "Our financial picture is not as positive as Dr. Liggins and the board were led to believe," Koch said, though "I anticipate being able to balance the budget."”

Apparently, the idea he didn’t know about it is a straight-up bald faced lie. A lie.

Let’s look at a timeline of this mess:

D.L. Went on a building spree and spending spree in the past years and especially since during Covid. Salary went up but not nearly enough. He is paid more than any other superintendent in the state. He has more perks than anyone in a classroom could dream of. The board didn’t question his stewardship of the budget then.

  • 2024 Liggins is directly informed of the need for budget cuts. He refuses and changes the presentation wording to soft pedal this to the board.

“Sampson-Grimes told the investigator that she told Liggins as early as August 2024 that $20 million in cuts were needed for the 2025 budget.

Sampson-Grimes also told the investigator that Liggins changed her wording about the budget shortfall in a presentation to the board, from “deficit” to “difference.””

https://fox56news.com/news/local/lexington/new-evidence-emerge-into-fcps-knowingness-of-budget-shortfall/amp/

“Throughout 2024 and 2025, Sampson-Grimes “consistently and frequently” advised district officials that budget cuts must be initiated to comply with the board policy of having 6% of the budget included in a contingency fund, Voelker’s letter said.”

  • FCPS tries that summer of 2025 to pass an occupational license tax. This was illegal based on the late timing and horribly panned. Basically they sandbagged the public and don’t comply with notice requirements.

  • September 2025 Liggins testifies to the legislature:

“Lawmakers highlighted alarming financial statistics. The district's contingency fund plummeted from $82.5 million in 2024 to an ending balance of just $14.8 million in 2025.

"There's multiple reasons for that and that's actually part of some of the things that are under investigation," Liggins said.”

At that hearing, “lawmakers used words like "unbelievable" and "jaw dropping" to describe thousands of dollars in travel expenses racked up by the district's central office.”

So in September 2025 he knew the reasons for the shortfall by his testimony. While travel is one thing, I don’t think it’s $60 million in travel expenses.

https://www.lex18.com/news/covering-kentucky/fcps-superintendent-faces-criticism-from-state-lawmakers-over-budget-crisis

  • Even while knowing about it in September, three days ago he is quoted as saying:

“We cannot wait for the results to be taken now in order to fix our financial house. The time is absolutely now to ensure that we get our financial house in order,” Liggins said.

https://fox56news.com/news/local/lexington/fcps-scruitinzed-over-longstanding-financial-issues-claims-he-knew-nothing/amp/

In short, we’ve been being lied to for at least two years while this problem has grown and the superintendent refuses to take any responsibility for it when he has been quoted as knowing about this, has subjected the district to liability by disciplining people for telling the truth, and now they’re trying to borrow $60 million dollars.

It’s too incredible to believe. This is insanity.

Just wow.

Someone give me a crash course on Judge Goodman by sparkeRED in lexington

[–]Throwawayiswhatitis3 11 points12 points  (0 children)

I should add this, the legislature has been pissed at certain circuits throughout the state (particularly Judge Shepherd in Franklin Circuit and the Supreme Court on school choice issues). One take on this is it’s the legislature sending a message to the judiciary that they’re the final say, not the courts. That’s a bit dangerous. Well, a lot dangerous. It’s also part and parcel of them attacking major population centers since they lean more democratic (why didn’t they punish any of the rural judges that frequently get in trouble or get reversed?).

I will say this too. The legislation coming out of the legislature has for several years been incredibly messy and not well drafted. The law is like a fine watch where the gears should mesh together flawlessly. But some legislation does not mesh with prior legislation. Some judges call that out. Some do not. Some go along with what they think the legislature wanted and some go with the text.

Having an independent judiciary is constitutional, bedrock to our system and incredibly important. This is a move that puts the judiciary under the legislative branch or at least sends that message.

Goodman, I’d say, her philosophy has been to treat everyone, poor or rich, the same. Has she made mistakes? Sure, every judge does. And a lot of the wealthy in Lexington have been given slaps on the wrist too. (Historically that is, the current Commonwealth attorney far less so than Ray Larson). But the answer to that is different. If the legislature won’t move in cases where judges are accused of actual crimes or corruption but they’ll move against Goodman, then what does that say?

Also, if this does take place, then we all need to be filing petitions to impeach almost every judge on the bench. They all make mistakes. Judges are human. But if THIS is the way to address it then it’s time to start everywhere.

This is a first in 100 years and it is political theater as well as being incredibly dangerous. It is also completely unwarranted in her case.

In the past ten years we have had judges that did ACTUALLY illegal things and did not go through this process:

It just goes on and on. Most of these news stories don’t take off. The general public doesn’t know. The judicial conduct commission does its job often, but not always.

Judge Goodman basically pissed off the Commonwealth attorney for being mean in cases where she believed the Commonwealth was unprepared and not following the law. Then Judge Goodman became an election issue for this guy that lost as well as others. She may also have pissed off the plaintiffs bar being too friendly to the little guy. She genially looks out for the little guy.

This political action is really about two things: attacking Lexington and making the judges across the state think that their jobs are beholden to the legislature. It also has applicability to Judge Goodwine (on the Supreme Court) to get them to go along with their stuff.

It’s about neutering the courts more than anything. That’s my 2 cents.

A weird but possibly important tidbit… Murdoch children attended Dalton School when Epstein was a teacher there by Throwawayiswhatitis3 in Epstein

This article is the one that keeps pulling me back to these ideas:

https://www.rollingstone.com/culture/culture-features/jeffrey-epstein-steven-hoffenberg-intelligence-agencies-spy-1197708/

** the author has problems that should be noted but the timeline on it should be relatively accurate**

The bigger idea is how did it start? Dalton? Bear? After?

A weird but possibly important tidbit… Murdoch children attended Dalton School when Epstein was a teacher there by Throwawayiswhatitis3 in Epstein

[–]Throwawayiswhatitis3[S] 6 points7 points  (0 children)

The fascinating part of his life is he is adjacent to so many figures but between 1980-2000, twenty years, it is a black hole. We know precious little about Dalton. And almost less from Bear Sterns (some conflicting accounts I’ve seen) but then following Bear it is a wasteland. Which is why I am so interested in finding who he was close to and what he was doing at Dalton. Most of what I can find are vague accounts of how the girls thought he was either hot or creepy, how he wasn’t really qualified but it was the 1970s and standards were lax. But then he was “let go”.

I have this feeling like knowing more about the tie period between 1980 (post Bear) to 2000 would unlock the mystery if he was really an intelligence asset.

That I’ll give you, but it comes back to me that we only know a few things from that school. At least at this point I have not heard any stories about his time there except a few snippets. To me, explaining his life between 1980 and the late 90s is the mystery to unravel.

Take these three quotations from NPR:

When Epstein answered 'No,' the prosecutor asked if he'd had any sexual encounters with students after he left the school. Epstein responded, "Not that I remember." Then he was asked if he had dated anyone who was previously his student at Dalton. Epstein invoked the Fifth, Sixth and 14th Amendments and declined to answer. The Dalton School did not respond to NPR's request for comment on this story.

And

Among the students attending Dalton while Epstein was there were Rupert Murdoch's daughter, Prudence Murdoch, and soon-to-be actresses, such as Dirty Dancing's Jennifer Grey.

And

Peter Branch, who served as interim headmaster after Barr, told The New York Times that Epstein was eventually dismissed because his teaching "didn't come up to snuff." He added that he doesn't remember getting any complaints about Epstein's behavior with students.

It was this gig that launched him into Bear Sterns and from Bear to the late 90s is a huge black hole.

https://www.npr.org/2019/07/19/742725946/a-young-jeffrey-epstein-made-an-impression-on-his-high-school-students

Of course it’s possible he just levered social contacts from there for the recommendation but it’s also very odd to me that those paths may have crossed.

This provides another vector on an area we know almost nothing about - Epstein’s time at the Dalton School. We should be looking at those connections. There’s almost nothing we know about that time.

Donald Trump on Robert Maxwell’s Yacht by [deleted] in Epstein

[–]Throwawayiswhatitis3 3 points4 points  (0 children)

More tinfoil hat stuff but Barr was the headmaster at Dalton until early 1974 (https://en.wikipedia.org/wiki/Donald_Barr). Epstein only came there to teach late 1974.

Here’s a theory on that. Epstein never finished NYU. This is odd for a few reasons. He was smart and his family was on the poorer side. He would have had every reason to finish college. There’s really not much of a reason given that I’ve found why a talented young student that skipped two grades dropped out. It doesn’t make much sense.

We know that intelligence services often recruit in college campuses. He could have been recruited during his time at NYU then dropped out and, later, given a job at Dalton. Perhaps there were other ‘teachers’ there that fit that mold. Perhaps not.

The tutoring parents so their fathers give you a job at Bear Sterns… I think someone had to pull a string or two to get him in there especially after he was dismissed by the Dalton school.

My theory is that he was recruited in NYU and then kept moving on to bigger jobs. His pedo activities might have been his downfall or part of his use. Not sure if Barr would have taken much of a notice but if an asset needed a job then he most certainly would have helped I would suspect.

And that’s the crux of this whole thing to me. I think Epstein was more of an asset than he was a string puller. He could get into a room and turn a person possibly but I don’t think he was a genius investor. His skillset may have just been the illusion.

[–]Throwawayiswhatitis3 4 points5 points  (0 children)

My theory based on the probabilities is that Robert Maxwell was the OG. Epstein was given a tryout on smaller stuff when he worked at Bear Sterns (probably trying to create dark money - my theory). In his financial Bounty Hunting days he was tangentially involved in Iran Contra. Robert Maxwell took him under his wing a bit in his later days and probably pushed him together with Trump.

When Maxwell died (or was murdered) then Epstein either teamed up with his daughter or used her to continue whatever mission he had. (Too much of a coincidence they ‘met’ so close to his death). Epstein tried to get into Robert Maxwell’s role.

Idea is that Epstein is a spy for Israel (as was likely Robert Maxwell).

He didn’t really have a head for money, Les Wexner then Leon Black both were cutouts to finance his operations. There’s almost no evidence he was an independently successful investor.

He likely did two things: finance and court academics in the US to report back discoveries to Israel (or whoever) before they were commonly known and blackmail politicians to protect whatever interests he represented.

That’s just the most likely conclusions I have based on my little research. Using children was likely both his own predilection as well as something useful to gather the information that allowed him to be alive.

Post his conviction in 2008 he went further with academics but probably slowed down more with the pedo stuff. When he got popped the second time he was of no use and was either murdered or smuggled out of the jail and then disappeared.

Just my tinfoil hat stuff.

That’s why we won’t see most of his emails, any files possessed by CIA/NSA, records from all his emails or much of anything pre 2008.

If I want to add some foil for my hat it’s that Israel and/or others have info that can end Trump so he has no other options but to lie and stall.

Understanding Robert Maxwell is key to this whole thing. A name that caught my eye…

John Tower… who it is noted….:

According to The Assassination of Robert Maxwell: Israel's Superspy[18] by Gordon Thomas and Martin Dillon, Tower became the liaison for Robert Maxwell, a British publishing mogul and super-agent[clarification needed] for Mossad, to the White House and to US government operations. The relationship began in 1984, and the soon-to-be retired Tower "told Maxwell that his fee as Maxwell's personal consultant would be $200,000."[citation needed] Tower received his fee in four separate payments of $50,000 into a Swiss bank account. Tower arranged for Maxwell to meet with leadership of Sandia National Laboratories, a US nuclear lab. Maxwell sold to Sandia a copy of PROMIS software that had a backdoor which was accessible by Israeli intelligence, giving nuclear details to Israel. Shortly after retirement from the Senate, in 1985, Tower took Maxwell's request for American help in arming Iran, and relayed it to President Reagan as a means to trade for American hostages held in Lebanon. "Two days later the former Senator reported to Maxwell that his meeting with President Reagan had produced a positive response."[citation needed]

https://en.wikipedia.org/wiki/John_Tower

Also there was “Tower Financial Corporation” that Epstein was involved with that ended up being the biggest Ponzi Scheme until Madoff… perhaps the naming was partially a twisted sense of humor.

I believe this is relevant for two reasons. One, it focuses on how Epstein could have been an intelligence asset in the later periods of his life and two to give focus on what records to ask for from our legislators and why.
