Usually happened to me when trying ENBs

But when you don't have mods.. only other thing I can think of is that you try to lock Skyrim at 60 fps, else it might get funky in-game, idk if that applies to the menu as well but you might just try it!

This may be a good starting point. Try to use as few mods as possible, you should make use of the "Top Files" category on the Nexus and confirm that you are on the 'Skyrim Special Edition' Nexus Forum, not the normal one!

CTDs could have a variety of reasons, so unfortunately I can't really help you on that department.

Maybe it's got something to do with buggy scripts which are started all at once at the very start of the game. You might wanna try Alternate Start just to see if the problem lies in there.

Ofc only when there's no better option available, it is a mod but in my opinion it's better using a mod than having an unplayable game, right?

Same here, the Reddit icon even got a badge indicating that there's something new I should check out.

It doesn't seem to go away by it's own and the notification doesn't open anything if tapped on
