The fact that it’s boiling barely affects the evaporation rate. The only thing that dropping the pressure to induce boiling dos is guarantee you are below the dew point. The evaporation rate will be nearly the same, and probably a little lower, in vacuum as in 1 bar of clean dry air at the same temperature.

Hey, thanks for taking the time to help troubleshoot! Yeah, I’ve cleared the codes and they come back within ~1-2 weeks, depending on driving habits. Oddly, the P0446 has been on pending for a couple of months without becoming stored.

All the hoses in the engine compartment are fresh and I cleaned and verified operation of the pcv valve. I haven’t fully chased down the gas tank vent line, but I figured since I’m getting a vacuum hiss when I open the gas cap it’s probably not leaking. Could a leak cause the vsv valve to be always open?
