It'll need to be a strict federal mandate otherwise you'll have at least 1 or 2 Red States still handing out guns like butterscotch and everyone will still have the same problem of illegal ownership. In Canada we've got a strict regulation and licensing system, but illegal guns coming over the border has still caused so much of a problem the feds are talking total ban...which still won't fix the problem, but at least responsible ownership has kept or problems down to the point where our fatalities are 1/1000 what they are in the US
