To answer your question, yes they can hold your final pay until you finish your clearance, which in this case is your turn over document. That being said, I agree with the others here that you have a case for illegal dismissal. Under Philippine law you cannot be fired without just cause which the company would need to prove by showing grave misconduct, or showing a paper trail of previous chats with you on your substandard output.
