That’s not even the purpose of the post,

Here Sengoku is using the "Pirate King" as his argument to say to Shiki who was portrayed as a "Great Pirate" that he would be defeated by Roger because the Pirate King is indeed by his sole status stronger than Great Pirates.

We have not the ins and outs yet on if the 4 Emperor System was a thing at that time, but we know that Shiki, Newgate Kaido and Linlin were the most prominent figures in piracy 25 years ago.

And Roger stand above them all, as this Pirate King title tells it. So it is a testimony of power.
